Frequency of retry attempts, Can the frequency of file transfer retries be changed?

Is there a way the preset time for retries (every 5, 10 etc. min.) be changed?
The only option currently is for the number of retries.
For example, is it possible to configure to 2 retries with 2min. wait in between them?

There is an undocumented feature that allows you to change the default retry intervals.
Edit the build/conf/tuning.properties file. Add a line that looks like:

retryIntervalMinutes=5,10,15,30,60

The values indicate the number of minutes to wait for the next retry after a failure. The example above would use 5 minutes for the first retry. And 60 minutes for the 5th retry. The last value in the list is used for all subsequent retries. So 60 would be used for the 6th retry.

For your use case below you would have a

retryIntervalMinutes=2

And you should set the max retries on the Delivery Exchange to 2.

Interchange has the concept of retries - which are related to transport level failures. And resends which are related to business protocol level acknowledgement failures. Retries occur when there is an error in sending a message - can't connect to a server, dropped connection, etc. Resends occur when an outbound message is successfully sent, but a business protocol level acknowledgment is not received.

Retries
The number of retries is controlled on the Partner Business Protocol settings within the Interchange UI. The retry interval is controlled through tuning.properties.

Resends
The number of resends and resend interval is controlled within the Collaboration settings within the Interchange UI.

ebXML
ebXML is a special case - resends are controlled by the CPA. Number of retries remain controlled by the Interchange UI. Retry interval is controlled through the properties file.
